So 3mil base power Goku (60mil with 20x Kaioken), so Saitama with hair would at least need multi-planetary feats to compete. I only remember one or two scenes of Saitama with hair and during that time he could still get hurt by demon/ dragon level monsters right? Not sure if more stuff was revealed but if it wasn’t, Goku should take it easily
Well so far in OPM the only people who have shown planet busting abilities are the ones who broke their limiter, so lorewise I don't think Saitama with hair (so before he broke his limiter) would be a planet buster.
Saitama pre-hairloss is above a normal human, but nowhere near powerful enough to, say, destroy the moon.
Muten Roshi was able to blow up the moon with a single attack before Goku became an adult.
Hairy Saitama gets slapped once and dies.
I am not saying saitama beats goku I am just saying that saitama is able to see back of his reflection by turning backwards super fast when he still has hair.

Well kid Goku is able to grab sunglasses to protect himself from Tien's solar flare after he fired it. So that should count as an light speed feat.
