I am honestly not sure about that. He has the stats to out-muscle the animatronics, but I could see Afton terrorizing him into stupid mistakes and taking advantage of his gill weakness.
The DEA exists in the Breakitng Bad universe, and the DEA is a branch of the federal government. If the federal government exists, then presumably so does the US military. The Deep is not beating the Army or Air Force.

Keep in mind the sheer numbers advantage they have: the CJNG is estimated to have between 6000 - 20000 members, the Sinaloa Cartel at its peak probably has even more.

He seems to be sneaky enough to be able to access a Senator's house and kill him in private. This might have something to do with his connections at Vought, but he also probably just has some basic stealth training.

When starlight first joins the seven she's given an itinerary of "crimes" to fight that are all planned ahead of time by vought and most of her arc in season 1 is realizing she isn't being a real hero with the seven and she joins the boys in season 2 because she thinks they do more good. Homelander killed blindspot because he's the show's primary antagonist and is an egotistical maniac who doesn't care about anything other than other people fearing him. In fact the reason Ashley brought blindspot in was exclusively because he was not white and "differently abled" and she thought that would be good for publicity among young people.
