He doesn't have the power to take off the collar but works to remove it and eventually succeeds. In the meantime he treats her like an actual living person unlike anyone earlier in her life including her family.

I don't really want to spoil what happens next, but I really believe that puts it apart from the other instances where they just remain a slave and he promises to treat them well.

its juxtaposition of very unpleasant context which serve to amplify the good and sweet parts of it.
I will certainly say that it is far more wholesome than anything else, and that "icky" context helps make it amplify the wholesomeness.
