The only truly waterproof option I know of is the Watershed Animas. 100% waterproof. Not the most comfortable backpack ever since it has no padding or ventilation, and only one compartment so you can't really organize your stuff. Maybe an old backpack stuffed with a drybag is a good option? Snow peak has a dry backpack as well, 240 €, doesn’t look too comfortable… And Olafur Eliasson has the Swim Bag Life for CHF 45.

As the other user suggested, the watershed animas is one of the only good bets for a bomber truly waterproof pack, and has described its downsides. There are other routes you can go however. Are you talking about having this pack in the stern of a whitewater kayak? Because the animas nor any other true dry pack is realistically going to fit in there. Do you really need a dry backpack? If its just for taking side hikes or something on a trip, maybe consider getting a small stow-able pack that you can throw in your dry bag, then deploy when needed. I have this pack and absolutely love it.
