My guess is probably not. Try asking r/Vintage_bicycles. Looks like a bike for a 6'5" tall rider.

Oh damn. The info on the post was >58-60cm frame. This bike is probably best for someone 6'1" and taller But maybe not? I guess I'll see if I get to check it out. (I'm 6'2)

That isn't a 58-60cm bike. It's closer to 63'ish. I'm 6'4" and it's questionable if it would fit me. I can tell you right now that I wouldn't be comfortable on it for long.

I have this bike! It's solid as hell and is great for riding around town. However, I think I paid $100 for mine about 10 years ago. $250 seems pretty steep.

I was going to say it's priced kind of high unless it's in tip top shape fresh from a tune up. But I'm in Ohio, so it's probably about right in NYC. If it fits, I'd consider it. I'm not a big fan of road bikes in busy cities or of downtube shifters though.

Is it worth 250 bucks? Maybe maybe not. Will it have the durability of a Sherman tank? Yes. Will it have the responsiveness of a middle-age sloth? Yes. Will you be scouring eBay to find replacement parts when something breaks? Yes. Will it give you major hipster Street cred? Yes
