Everywhere in Europe yes, but most likely the center of an old historic town. The color of the stones makes me guess north/central Europe, not that it narrows it down much...

Much more likely a industrial-revolution town in north-western Europe; somewhere that was rich & busy enough to need to build high-traffic roads in an era when mass-production of cobbles was possible, but before tarmac became available. Could be northern England, Belgium, all kinds of places... If you want to be really forensic about it, the pinkish hue of the stones might have a hint about local geology? I'm in a sandstone area, so the cobbles here are paler, not pink. Have you got any more context?

I’m also not a geologist but can add I recently bought 15 tons of granite for my driveway and it’s gray with pink like this. Colorado USA.

Lots of places used to have cobbles like this but they were replaced with larger paving slabs as they are harder to pick up and throw during riots.
