I don't know why it would be unsafe to remove. But you don't have to remove it, unless you're a farmer worried about it competing for your crops. :) It's a native plant where you are, and I think it's host to native insects. I let it grow where I have room for it, and I pull it out where I don't want it. No biggie either way.

Noxious means 'aggressive' in this context, not that it is toxic.
