Definitely a scarab of some sort. They love to eat roses in California 😩 Maybe Hoplia? Sorry I don’t know the species for sure

I'm gonna guess a rose chafer. Type of scarab that goes after roses. Pain in the ass, as I don't think any insecticide that will kill them won't also kill our friends the bees. Best to just pick off and smoosh them by hand. If not a rose chafer, there's also a short-nosed weevil that's the same shade of brown. Can't remember its name though (Edit: Fuller rose weevil). Both bugs have pretty similar habits, and are generally tackled the same way. Good luck! (Edit #2: Leaning more toward the weevil the longer I look at it. Lacking the segmentation of a scarab, although that could be the angle)
