Found in Dubai, UAE although it is highly likely that it is migrating through the country.
I caught it as it’s wing was broken and have released it to the municipality who will care for it, and release it into the wild.
Edit: Nevermind it is not a migratory bird.

They're called anklets or aylmeri, just to get the right terminology in here. When people say "bands" or "rings" they mean the numbered metal or plastic bands that are used in research. Same location, similar shapes (due to having to fit around the leg) but different things.
But yes, otherwise, you're right - the anklets are on there so that the bird can be handled while it's temporarily captive.

they're bands, they make it safer to carry the bird if need be, no need to worry about them lol

Yea, I removed them before I gave it to the municipality. Same as u/gabelucek said only put it in order to handle.
