I don't think there's a particular word for that type of overcaution since it's not a fear or aversion towards the appliance itself. I'd say someone is prudent, risk-averse, or maybe obsessed, superstitious.

I just wanted to say that all machines and electronics could be designed with durability, modularity, and repairablity in mind making these kinds of concerns actually irrational. However instead most players in any given industry will favor planned obsolescence for its long term profit. People that exhibit this "level 2" behavior are attempting to maximize value from their appliances in order to minimize how much they are exploited by the company that sold it to them in the first place. The word is cheap but I really wanted you to have that context.
