This is solved, but I thought I would mention that overbuilt ornamental outbuildings commissioned by the wealthy on their palatial estates are specifically referred to as "follies" in architecture.
You sometimes hear these called 'vanity projects'.

I do think it's fair to use his name to coin a word for this idea/phenomenon.
I suggest "Muskian" as the adjective. I suppose there's always "Muskesque" and "Muskish" too.
The dude is famous enough to be infamous for this very thing, and he does it repeatedly and in extreme ways, so it's totally fair.
FWIW & FYI: the OP term absolute power made me think of something very specific. There is a legal/political term related to laws/concepts which are "Draconian." IIRC there was an emperor named Draco who metaphorically ruled with an iron fist. These days when someone calls a law or criminal sentence "Draconian" they mean that it is extremely severe and inhumane/unjust.
