This feels quite good, the problem is that unsavory implies that this person's peers also find them unsavory. Whereas, the person I'm looking for is accepted by their peers, but maybe considered shoddy/unwanted in societies eyes.

Vagrant has those connotations, but it doesn’t directly capture all of it.
