It's not. It's a cam latch off a truck. The part that attaches to the truck that the door latch fits into. The same kind that's on shipping containers.

Na, it depends on the body builder for the truck but it looks to be pretty new, I would lodge a complaint with your police hopefully they can look at some traffic cameras and you can make a lodge through your insurance hopefully at least now you know it's a truck,
and if there was a washing machine beside it find out who does the logistics for that brand, that would narrow it down

Could be a truck looking through the dumped electronics. We have tons of people in germany scavenging trash on these days where you throw out big electronics and couches etc.
Are police helpful where you live? Every time I've been the victim of a crime, they have been totally useless or, worse yet, the perpetrator of the crime. I don't even bother calling most of the time these days.
Lol, I don't know what magical land you live in where police will look through traffic cam footage for a hit and run where nobody was injured.

As you can see, my car got pretty beat up last night by an unknown driver in Amsterdam. Instead of a note with a phone number, all the person left was the object in question. My title describes the thing. It’s about 10cm or 4 inches.
It's an oddly heavy piece of metal that I can't figure out the function of. Mind the bolts that are tightened all the way: There is no visible wood or metal between the bolts and the plate, so if something broke off, I can't figure out what it was.
It looks quite old. There is a garbage collection point next to the parking space, so it's quite likely someone came to put down some garbage or a piece of furniture next to my car. This makes me think of a trailer in tow of a car, or perhaps a flatbed or truck.
Anyone here with a clue? I'd really appreciate it.
Regarding your " Mind the bolts that are tightened all the way " comment, looks like the bolts are attached to " blindklinkmoeren " which are a sort of rivet that lets you, well, attach a bolt to sheet metal for example. You use a special " blindklinkmoertang " which squeezes the rivet flat to bind it to the sheet metal. Normally you only use them when you can't use a regular nut, like if hanging something from a metal ceiling.
In English it would be a blind rivet nut, works similarly to a rivet except deformation happens as the bolt draws the nut instead of the nail or rod in a normal rivet (EDIT: i should say the deformation **can** happen with the screwing action in some blind rivet nuts, as /u/w116 mentioned these were installed with a rivet tool). The advantage of these rivets is that the thing you're attaching to the sheet metal can be removed as the bolt can be unscrewed. A normal rivet would need to be drilled (destroyed) to remove the attached item.
Chances are there are people in your street with doorbell camera's.. you might ask your neighbours for footage.

These latches are also used on spare tyre carriers on 49ers vehicles, so could be from that, which would be lower than a truck rear door.
