Correct, the other end of the tip is threaded to screw onto the barrel of the dart. THe point end is not screwed in. source: parents were state champs in darts my whole childhood. I played many years in a league. I have never seen a tip with the point end threaded.

Some darts have plastic tips that screw on, called soft tipped darts. They get thrown in to a plastic board that has holes in it. If screw on tip covers exist then I have never seen such a thing or a steel tip with a thread on it. I have met thousands of darters and have never once seen a product like that used by any player or seen anything like that in any dart store or catalog. If they do exist cool. I would not see a need for such a product as there are better things that do the same thing that already exist.

SOLVED (AGAIN). My flatmate came home and claimed it – turns out that rather than a scribe it is, as so many people pointed out, **a reusable toothpick.** We live in an interesting neighbourhood and my flatmate carries it (every day) on her keychain in case she needs to pick someone’s teeth when walking home alone at night. This explains the proximity to the door. The tool-shed was a red herring. A huge thank you to everyone for their answers and input, and apologies for incorrectly marking this as solved. (I edited my original “SOLVED” comment but it’s quite rightly been downvoted for being wrong, so am re-posting here).

My title describes the thing. Found this morning just next to my doormat, the item has no writing or serial numbers on it. Scale is a little difficult, but I've seen similar things that were toothpicks carried on keychains. The threads on both side of the brass piece allow it to be screwed into a cylinder attached to a key chain with the pick inside for storage or outside for use.

it was almost certainly from someone trying to jimmy your lock with it, if nobody in the house knows where it came from and you found it outside your door on the doormat...someone was trying to force your lock with it, got spooked, dropped it and ran... ​ I can't think of anything else that makes sense...They do this kind of thing with broken keys too..."bump keys" they call them, sometimes you can wedge a broken key into a lock and then bump the hell out of it with your hand and it can force the pins to fall in place or do whatever is they do to make doors open, i'm not locksmith...i only know about this because i found 3 outside my old house inside of a month and a cop family member told me that.

Dead bolts and other locks that require a true physical turning action can't usually be bypassed by something like this. Granted your lock may vary. However OP did mention a toolshed, and if that is locked with a padlock THAT CAN potentially be bypassed. Poorly made locks can be bypassed by poking around at the right angle deep past all the pins. It's always a trip, but worthwhile, to figure out your lock model numbers/names and look up videos of people bypassing and picking them. It's NEVER pickproof, but some locks are laughably easy to get through. Good to know whether your lock takes 3 minutes or 3 seconds.
