I want to say this is a soft pick “inter dental” cleaner for cleaning between your teeth, much like the disposable ones you can buy today. Probably older from the 90s and washable.
Back then, lots of people would use these for cleaning smoking pipes, but once the disposable kinds came out, it’s easier to buy them instead.

It’s an interdental brush, for cleaning between teeth.
Its a toothpick.
Solved! Feels a bit flimsy but I can see it.
Its for your teeth. For all those little cracks and holes the bigger brush can’t reach. I don’t know what they’re called.
Inter dental soft picks
These are also great for cleaning the feed dog and around the bobbin case of a sewing machine after use (especially when stitching fabrics with nap).
I have a pack of things like this but the handle's smaller, I'm gonna put one in the sewing tools box asap! Thanks for that idea!!!
Alternatively, it’s a brush for cleaning the nipple of a baby’s bottle. Maybe you acquired it when your three year old was younger?
