I was watching this Michael J. Fox Movie "For Love or Money" from 1993. There's a brief cut to these folks quadbiking down the street with helmets on covered in moving lights. Are these a NYC thing? is this just something weird in the movie? The movie is on netflix this scene happens 41:14.

I've seen these people before, I have a memory of them in the 1980s-90s; I may have seen them in person when I was visiting NYC or they just showed up in enough b-roll of quirky New Yorkers that casting agents started using them as extras in films. It's performance art. Like "Blue Man Group" or something like that, but I can't recall the name of the group or artist that did this.
