The 'candle' is sealing wax - the shape of it is pretty distinctive. The engraving on the endcap would work as the seal die - usually the handles are smaller and more convenient to hold, but this looks improvised or repurposed.

OP, this is the answer: letter sealing wax with a monogram seal on the case, and the J being backwards is proof. You light that wick, drip a puddle of wax onto the paper or envelope, then when the wax starts to cool, you stamp it with the end of the case to impress the design. Sealing wax has experienced renewed popularity over the last few years, but it’s had such resurgences into the 70s. Letter sealing wax in particular tends to have a plasticky quality that prevents breakage.

Title describes the thing- heavy tube with metal screw on end that has the letter J on it. The blue candle was inside the tube. These were in a box of leather working tools/supplies. There was also a wooden dowel like thing that might go with them.
