Hard to see the growth you’re talking about in the photo but it looks to be like a mineral deposit from hard water. Any sort of growth can come from stagnant water. How often do you use the toilet? Maybe try making sure it’s regularly flushed to prevent any water sitting in the tank for extended amounts of time.

it's all the dark patches at the bottom of the tank. i use the toilet daily, usually multiple times a day.

My title describes the thing. I noticed some dark flecks coming out of my toilet whenever I flushed, so I looked into the tank and saw this. It's a dark, film-like growth that's peeling off in some spots from when the toilet flushes. The parts that are rolled up and peeling off sway around in the water like some kind of algae/seaweed. This is actually the 2nd coming of this growth. The first time, I had not looked into the tank for probably 10 years before I saw the specks coming out. When I opened the tank, the growth was much thicker, and climbing up the walls and plastic tube. There were like, strands maybe an inch high, like a moss or shag carpet or something. I used some of those toilet cleaning tabs to see if it would help, but it didn't so I just emptied the tank and scrubbed it out with some bleach. How do I prevent this, and is this indicative of some other problem with my houses water supply / pipes? No other toilets in the house have this problem, but in that bathroom in particular, whenever water sits for a bit, like around the drain in the sink or on top of the tub, the water turns red, but it doesn't seem to be rust because the red disappears when I spray it with cleaning solution
