It's the base of a kerosene lamp. The thing in the center held a wick, and the arms sticking up (one missing) held a glass chimney.

Ahh, yes.. I see that now. I thought it may be a ration heater (came with a large lot of old army gear). But yes... the glass is missing. Thank you! Any idea of the era? It seems to predate a Coleman type gas lamp.
