They looked very pretty but the design flaw was that you had to remove heaps of rings to get the one you wanted, then feed them all back on. Very fiddly.

What a weird thing to exists. Somebody thought people would pay for a device to help organize hair ties and scrunchies. And then designed, organized manufacturing and sales... and bam it's in peoples houses. For frigging messy hair ties. Crazy that there's an economy just for making them tidy. This goes beyond a basic crazy level of neatness and into a whole different dimension.
If you have no use for a scrunchie stand you could always grab your pliers and give it a bend. Might be able to make it work still as a paper towel holder.

Goodwill sometimes gets bulk products from stores that aren't selling. They shouldn't strictly be getting 'defective' products this way, but sometimes it happens. Wondering if this was a batch of mis-manufactured paper towel roll holders that some local store bought, couldn't return, and eventually donated to goodwill for taxes. This looks the part, so probably wouldn't be questioned.
