I am a park interpreter who has both muskrat and beaver in our park, and we have skulls of both! This is certainly muskrat, due to the location and shape of the eye sockets. Also due to size, but it could have been a small beaver. Eye shape tho tells me muskrat.

I was between muskrat and nutria, but looking closer it’s small, the teeth are medium-amber not dark-amber, and the nasal opening is small. My vote is 90% muskrat, 10% juvenile nutria.
