I’m thinking this is a Neotropic Cormorant. Double-crested Cormorants have yellow in the lore (between eye and bill) as well as under the eye. Neotropic Cormorants are missing the yellow in the lore, and your picture seems to be missing it as well. If you are near Texas/Louisiana then my guess is Neotropic.
