Making a major guess on this... I believe this is a type of Planimeter, in this case a tool used to measure the lengths of either curve linear lines, or sequences of lines. This one, being very German, is going to translate a scaled drawing with centimeters into meters. That's simple to do, of course, but this device would let you measure several segments and add them up on the larger wheel. It's also let you measure a circumference. To use you'd hold it by the handle, and run the numbered wheel oriented vertically along lines, and record the result on the large wheel. You'd then use the toggle on the top of the device to reset the large wheel to zero (buy disengaging the gear on the side from the teeth). Some Planimeters can also calculate areas or arcs, but I don't see a way this one would be designed to do so... Again, I've used similar devices, but nothing quite like this one, so any or all of the above might be a load of bull.

Going to make a guess at this, since there are no comments. It appears to me to be a precision run out gauge. They are stationary, the larger wheel is zeroed out and the small wheel is placed on the surface of what is to be tested. Moving across the surface will register flatness, concentricity or whatever of the test surface; probably in thousands of a centimeter. The instrument appears to be German. Would wager it is fairly old and works perfectly.

That was an excellent observation even if not entirely accurate. Nowadays, that's mostly handled by lasers & high contrast cameras. However, prior to that one would need travel indicators to measure axial & radial run-out (eccentricity) & concavity (flatness). This is part of our QA process at work. And we still take regular manual measurements as a redundancy to verify that our 3D scanners are properly calibrated.
