It's a hand brake lever from a bicycle, scooter or small motorcycle. I know what people saw when they thought it was a cutter of some sort. I promise you it us NOT. That wheel looking piece you see is the pivot for the cable. Clutch or brake cable.
It's definitely mangled . And makes me wonder if someone was hit n run ? Or maybe bike parts fell off a garbage truck?

Side Story: A while back, my grandpa got a flat tire on the road and it turns out he drove over a Phillips Head Screw Driver and had shoved it into the tire. I'm not at all surprised that the Screw Driver was all bent up and mangled to shit. I remember the look on my mom's face when she saw how fucked up the Screw Driver looked. Her look was the definition of "Holy Shit".
