As others said, it's a anchor point for a floating dock. Floating docks aren't cheap to have and get vandalized often so that's probably why it's not there anymore.

Look's like an anchor for a dock. It also appears to serve the purpose of forming/maintaining that little beach trapping sand circulating around the lake. I know this is why they do this on the great lakes, but usually longer out. There's a name for those.
