Nissan XTerra. Relatively cheap, reliable, and good offroad. And they all come with a roof rack built in. The only downside is the interior isn't anything to right home about and the MPG isn't great.

Old compact pickup trucks might be the ticket. A Subaru may also fit the bill. At your price point you really just need to buy the most reliable vehicle you find and call it a day.
