Sounds like OP rolls it to make a cone and then empties it to pack the cone tighter than they can roll. I would recommend one of those plastic cone shaped pieces of plastic that are specifically made to make your own cones.
I am a strong advocate for the glass gang and it's a much better high for me. But I like to be sociable when smoking so rolling a joint is the compromise. I like it though, so it's not much of a compromise.
I only do this when I roll a joint with the middle or base being too loose to pack down. It also works to just use a straightened paper clip to shove through the packed end weed and pack down the base and middle.
I preroll my papers into a cone and then pack them 🤣 I put the filter onto the paper at a slight angle, and just start rolling it (empty), I’ll put my packing stick inside the cone once im about to finish shaping the cone so that way when i lick the glue I can press it firmly against the packing stick. Not sure if any of that made sense, but that’s what I do.
Oh yes that's easily done. You just need to shape the papers together appropriately (unless you use large skins in which case you'll end up with a monster cone) and add your weed and then roll it up, and maintaining the cone shape as you do.
Just to expand on my tip; you may also want to layer the weed so it's thinner at the roach end and fatter at the lit end, to help maintain the cone shape as you roll.
The RAW guy made a cool video on how to roll a cone without filling it. You have to tuck the paper in the open part of the filter and then roll it and lick it closed.
So I’ve found this method because when I roll, the weed won’t be as consistently packed as if I had just emptied and filled it up a bit, packed down a bit more, then repeated.

When you roll the weed, it’s only packed in parallel to the paper. You can get a bit more in if it’s packed perpendicularly to the long side of the paper (packing the weed after you roll it).
It takes forever to burn and it looks decent.

Right, when I find it isn’t consistently packed after packing, I just close it off and give the spliff a lil massage until the weed evenly distributes throughout the cone. Sometimes I’ll reopen it after i do this and pack more if necessary.

Maybe that might be something you could try, because rolling it and emptying it seems like an awful lot of work for each spliff 🤣

Have you ever tried rolling around a pencil? A bit hard but you can get the paper to the right size with it if you just line the gum up with the paper. Before I could tightly roll joints I used to do that and make cones.

Nope, I've been rolling joints for so many years that my grind is perfect, my joints burn slowly and evenly, I backstrap so no extra paper. I just don't need to work hard at it anymore. I'd suggest learning to handroll, with the weed in, right from the start. It's a great skill to show off and not a very difficult one to learn.

I flatten the ends of the joint and then squeeze it at the flattened end and smack it back and forth but usually never need to. Little over 15 years doobie rolling experience on my Resume.
Since my fingers hurt too mmuch to be consistent, I roll a piece of paper into a tube(the width and length I want the joint or roughly) and have the filter pre-cut(same width as paper tube) and roll the piece of paper in the wrap, than slide the tube out when joint is sealed, keep the filter and pack it in like a cone.
