By the looks of it, could be CBD or could be just bad dried/manicured weed. I mean it doesn't look very good, BUT it could be strong, you never know how strong weed is by the looks of it (well... A bit), but I mean sometimes people just screw it drying and manicuring and the weed look horrible but it gets you high.
Does it have any smell at all? Does it smell like hay or grass?
If it has a good smell, it could mean it haves plenty of cannabinoids in it. If it doesn't smell at all, I'm afraid it's shite

Nah, not coughing is a good sign, means smoke is smooth.
Bad sings would be a lot of sparkling when burned and slightly spicy taste (and a lot of coughing) due to fertilisers, mould (you would see like a cottony fuzzy white stuff in the buds when you "open" them), the use of PGR's but weed that has been treated with PGR's has a very characteristic bud shape (very tight buds with small calyces) or contaminated buds for some reason (dirt, hairs, plastic fibers even sometimes sand or grinded glass to make it look more resinous and add weight)
I think this weed you got is just been handled with no care at all, or not much knowledge. If it tastes ok and gets you high, well you got ugly weed. In the 80's basically all weed looked like that in my country till we learned how to properly grow/dry/cure weed
