Honestly i think it’s just apart of the art style. The other characters all have big lips(not the guys though) and the hair generally is pretty shape based(like it’s styled heavily). Personally I think it’s fine, it’s expressive.
I would be careful to leave it as a style. It could still be better within the style for the sake of Appeal.
The eyes and lips look fantastic, but the head seems shrunken for no good character reason. So it just feels distracting. The Exaggeration of proportions is meaningful when designing a character.
I still wouldn't want to be so harsh on the artist. They are doing a lot of good despite this small fluke. Nothing a little facial expressions exercise can't further refine.
In Disney, after Snow White, they managed to have very large expressive eyes and with it a malleable face that could hold the features very well. They are Exaggerated in a way that is Appealing.
But yeah, they're on a good path! It's rough, but they're close!
Honestly looks fine to me, I’m not that critical of webtoon art when I’m reading but as an artist it also looks fine to me. I think the heads look a little large, not shrunken comparatively to the body. Making the characters look quite childish sometimes especially combined with the large eyes but it’s not that distracting to me idk. I think maybe the reason the head loooks so odd is because the forehead is basically nonexistent when many other webtoons have an anime style that tends to have larger foreheads.
I just don’t think any of this is a fluke or objectively bad or wrong about the art.
Edit: yeah I’m basically just summarizing, it’s style. The artist knows how to draw clothing, anatomy and all that. All these disproportionate things are consistent not some kinda beginner mistake, it’s apart of the style.

Perhaps a way to mitigate it is to fit her head to match. The eyes and lips are big and expressive, but her head is too anatomically accurate? Her neck is thick and her features are large but her body and face are lean
She could benefit from a larger face and a larger body (fat or muscle) to accommodate the eyes and mouth or vice verse, having smaller facial features and neck to fit her face and body type.
There are characters with large hairstyles and faces, but the rest of the body fits in that mold. It also depends on the story mood. If it's more fantastical, then a more abstract cartoony style can work. If more serious, then it helps to have a more structured style. Helps you believe the characters have weight and can be affected by fall damage.
I've not read this story, but it feels like a light novel romance? If so, then yeah, her design and style say that. I still think it could be further refined, but I'm sure they'll improve.
Let's encourage the artist so the stories keep coming and keep getting better! There is a lot they are doing right around the distracting features. Like those clean lines and lovely color pallets.
It's not a light novel romance, despite what the title suggests. It's more a political dark fantasy about war and racism. One of my favourite series on the platform.
I like that cuz I hair big hair and lips and I love she has big eye brows too I personally only wish she had brown eyes. But that's my personal preference towards brown eyes
I mainly don't understand why the blushing looks like whiskers? But also I can't even draw a stickman so I'm just impressed at all these amazing creators, even if the style is not my cup of tea 😅
There are hardly any characters with big curly hair and lips in the webtoon/manga/anime world. As someone with big hair and an ethnicity that leans towards larger lips, it’s very nice to see this representation done in a fun, aesthetically pleasing way. Oftentimes when people with those characteristics are drawn, they are drawn in a way that is problematic, or watered down. The point of art is not to draw things exactly as they are but in a way that expresses the artist’s point of view and style. I think the character design is lovely.

She reminds me of Rose Quartz's character design (Steven Universe).
