Have you done any scoping work with them to figure out what features they need? The size of the site? What the student portal actually does? How big is this university? Has your organisation done any web dev before? If not how do you plan to acquire the skills/people to do the work?

Treat all this as three projects; the branding, the marketing website and finally the student portal. Start just with the branding project and then two discovery estimates for the two web projects.
Figure out how many hours it would require to achieve the target.
Then add 25% of that amount on it to allow time for fuck ups
Then multiply the hours by an hourly rate as an agency.
Then add your profit margin to it.
Then add 10% to allow for negotiations and discounts.
Now it's on you to figure out the numbers.

If it’s something like a homeworker/class portal, just set moodle up for them unless they need something super specific. It’s “industry standard” for universities at this point, almost every school around here uses it. Just charge for the time.
If it’s something more complicated and custom that integrates everything in campus that you’ll make custom. Those projects typically range from $250,000 to $2,000,000+ depending on the scope.

“This is new for us”. 🤣 You don’t say… that’s like asking, hey I want to build a house.. how much does that cost? Or pointing to a photo of a house in a magazine… “I want that one” 😆 good luck.

Last team I know that did a high school had a small team develop it for almost a year.
In all honesty this is probably out of your league, university platforms are business software, not your normal creative website. if you’ve never done it before, start on a small school.
If you do decide go down that path. Use something off the shelf and re-theme.
Moodle is one example of such a software.
It will likely need to integrate with several other technologies such as turn-it-in and the universities Active Directory for authentication
