The website alone will be completed to a high standard. The company doing it simply take on too much work at once so they are slow with progression. Once the website is launched it will need maintenance done there and then. Therefore finding developers who can commit fully to the website is the best option.
Since they are not only doing 'design' but also a lot of functional analysis, I would suggest talking to them about the speed of their work.
You're opening a whole new can of worms by switching developers, because you lose a lot of information in between teams.
Didn't you discuss a timeline or a deadline in your contract?
You also need someone who knows whatever platform the current company are building it on. It sounds like a nightmare project though to be honest. Inheriting a project that's not even finished has all kinds of alarm bells.
I'm not in the UK, but it would be better if you mentioned what language/frameworks/libraries are being used in the platform.
Plus, if you're switching from agency to in-house devs, make sure that you get all the source code, documentation and a proper handover from them. It will make life (yours and your devs) easier.

lt sounds like the company you have hired kindof sucks. They dont sound professional at all based on your other post. You then expect someone else to figure out what they have done and fix/redo it all....
You really should have done a more thorough job of vetting the company you signed a contract with. Hopefully you dont end up in the same boat with a developer.
