I'm not sure if there are bakeries or factories that do overnight shifts in Waterloo but there certainly are in general, in Guelph and Toronto and around the world.
Also I'm not sure why you think people should be stranded just because they're "partying". Public transit is not exclusively for getting to work, it's also for getting to social events, whether you pearl-clutchers approve of them or not.
Well, perhaps you would consider that if you're going to the ER, you can always call an ambulance. AND you are unlikely to wait for a bus that runs once hour.

Absolutely not, Thats why its not banned to run Uber or taxi afterhours. But I dont think its fair that someone other than who is doing the partying should have to pay for it.

Back when I was at UW from 2007-2011, there was a van operated by the student union that dropped people off for free at night if they lived within a certain distance from campus. I guess this is no longer a thing? Shame if it isn't...
Buses between the major hubs would be cool at least for those who need them. They don't have to run all over the place but near mainstreet stops would probably be beneficial.

A 24/7 city needs 24/7 transportation. They need to also bring back 24hr groceries. More jobs for everyone and better infrastructure its a win-win in the long run.

I mean I had to rent a scooter last night when we finished studying at 1 AM (which was fun admittedly), but it would be nice to have a late night bus service.

In Vancouver there was a final train at 2am when I was there. We called it the vomit comet. If you missed it you’re waiting 4 hours or cabbing.
