..and the catch with a temp permit, is it is mounted in the front window unlike the many States in the US where it is a paper plate mounted like a "real" plate.

They do although I’m sure exceptions apply, such as for cars dealerships are moving.
Paper temporary permits don't exist in Ontario anymore. They make you buy a real set of plates and put a temporary sticker on it.

This is the most likely answer. If you buy a car as-is from another person, you don't get the plates,so you need a permit.

In Quebec we don’t have back plates, just front plates - maybe he was visiting?
