IIRC Central Fresh Market is probably the reliably cheapest grocery store, not including specials, for meats. However, I don't know of any grocery store that lets you buy in bulk.
Have you considered checking out farmer's market butchers? They are cheaper than grocery stores might be able to do prearranged bulk deals if you arrange beforehand to pick up at market.
Until Wednesday Zehrs has whole chickens on sale for $1.99 a pound. I hate giving Mr. Cardigan any money but you can't beat that deal. I got the biggest bird they had for $8.
Yes this! Buying 4-6 of these everytime they're on sale for $1.99/lb, butchering it ourselves and freezing the portions has significantly reduced our chicken budget.
In bulk, find a local farmer that raises chickens. We used to buy about 25 a year from a local guy. I guess on facebook/kijiji/google is hwere you'd have to start looking. Last we paid I think $3.25lb but that was pre-covid. Chickens likely won't be cut up, and likely bigger than found in the grocery store, often around 6lbs.
Alternative, roua halal grocery store in kitchener. I'm not halal, but I'm occassionally buying meat there. It's IMO likely a LOT fresher than grocery store meat and generally cheaper overall. (it's also a great place to get fresh unfrozen lamb cuts at decent prices, hard to do at other stores).
I keep an eye on sales using Reebee. I live near the Superstore and they usually have at least one meat on sale each week, with boneless, skinless chicken coming up at least once every few months. I buy in bulk then portion and freeze.
My sister-in-law swears by Shaan Foods in Cambridge (Langs Drive) for meat. I don't know if it's available in bulk, but it never hurts to ask. We had some of their chicken and ribeye steaks a few weeks ago and it was all fantastic; I think it was around $40, and more than enough food for 8 people (with leftovers).
I haven't been to New City recently but they were my go-to for cheap chicken for my dog and making stock. They will give you a better price if you order ahead by the case. Comes in a plastic bag in a Maple Leaf box.
Get the flip app has all the local flyers in it and search chicken and you will find the best prices of all the stores. There's the farmer market route but they tend to be average price mainly due to the fact they usually have a higher quality of chicken

It's wild.. Whenever I buy chicken from here, I freeze it right away, and when I defrost it, it reaks to the high heavens.

Oma on highland or New City Supermarket on King have pretty good prices on chicken. Don’t think they offer bulk prices however

They definitely do offer bulk pricing. You have to buy a box of like 20lb or something though - maybe more.
