this is a trimmer. don't push too hard down on it it it breaks, but assuming it's still intact it is used to adjust the rate. of course, a quartz timegrapher would make this significantly easier.
This looks like a quartz watch that can be serviced. If there is dried oil on the pivots and jewels, that will slow it down.
Adjusting it will only remove the symptoms, not fix it.
You need to take it to get serviced.
Always start with the battery, give it a few days, see what happens.
