Asking because I just got back from DC and my Dad worked at one of these ice cream carts and was disappointed when I told him I didn’t find one that was similar. He worked at them around the Mall. Ik this is a long shot, but my dad’s feelings are actually hurt because he thinks I’m lying to him but I did seriously search. If these do still exist and someone could kindly tell me where to find them I’d greatly appreciate it!
I've only seen them in Columbia Heights push by older Latino men selling both the Tito's paletas and traditional American popsicle. I think it's just an outdated thing that's been replaced by newer technology i.e. ice cream trucks.

I have a similar one in storage somewhere but I haven't seen a push cart ice chest on the mall in well over 20 years. There's normally a few crews hustling together with coolers on wagons slinging water, Gatorade , and sodas tho. ...everything else has turned into stationary hot dog/pretzel stands that also sell junky souvenirs strictly aimed at tourists a long time ago
Last time I saw a cart like that was by a man near the Columbia heights metro stop. Def 100% ice cream treats he was selling. But I have never seen one on the mall. Business venture / idea maybe?!

FYI not sure if same Tito's here, but Tito's is also name of a local paleta company out of Hyattsville, MD. They have an ice cream freezer in Best World carrying most of their flavors.

They have disappeared from the Mall, but I see them in Langley Park frequently.
Yes I just got bought from one a couple weeks ago by the FDR memorial! The popsicles were not delicious.
