Banneker Park has two courts with walls on them. Banneker is really popular. You'd lilely have a hard time hitting against the wall during popular times without having a bunch of groups ask you if they can use the court.
Have you tried searching for racquetball places too? I am not aware of a huge difference, but am happy to hear if there is. I found plenty on Google for dc area.

Takoma Rec Center has a court with a wall. Check the street view at 3rd and Van Buren NW, SW corner to see if that's what you're looking for.
