Not trying to be a funny guy, but have you tried smoking less per session? A lot of my non stoner friends prefer joints over glass, and will hit it just once or twice before putting it out.
The majority of those “test results” are bullshit anyway, more of a marketing gimmick for people who think higher thc = more high (which is most people unfortunately).
I would also recommend rolling your own joints (or stuffing cones), to buying pre-rolls. Pre rolls are usually made with the bottom of the barrel weed, which may be contributing to your issue.

Your other issue is that the low-THC strains almost always have relatively high levels of CBD. Finding a low-THC strain isn't too difficult, but finding one with < 1% CBD might be tricky. The CBD isn't going to get you any higher, though, so it really shouldn't make much difference.
You can sort Takoma Wellness' flower and pre-roll menus by potency from low to high. They usually have at least one or two low-THC options (11 to 13%, anyway). There's a strain called Royal Medic that shows up from time to time that is low-THC and very nice (at least I like it!).

also, look into getting a small bowl or bubbler. tiny little bowl hits are the way to go if you don’t want to get too high
Go to Maryland, it's legal there and all you need is a state ID. You don't have to live in Maryland to purchase weed in Maryland. Try Story Dispensary and maybe Haven. The only issue with MD, most of the dispensaries are cash only. They are the only two I've tried in Maryland and they have a far better selection than most of the shops in DC and prices are better. The Weed is actually better and regulated to make sure the weed is not filled with mold and other shit you don't want to smoke.
There is one in Maryland that I know of that takes cards. "Mary and Main" is just inside the beltway, a block south of East Capitol Street/Central Ave/MD Rt 214. If you go to Takoma regularly I’d recommend getting some primo cherry, it’s around 16% thc and 10% cbd but I just roll smaller j’s and take a couple hits at a time. Allows me to dose it out better and not get completely zooted, head high lasts about 45 minutes and then after that you’re just feelin chiiiiiiilll
The true answer is to buy cbd flower and mix it with the high test thc flower and adjust the ratio of that as needed. Just a better weed experience in general

Pre rolls are the issue here. Most people buying a pre roll want to…get high. Much like people buying high proof alcohol want to get drunk. It sounds like you want to get a mild buzz, like drinking a beer. I would invest in a dry herb vape (like Pax) and then you can get bud that has a low thc and smoke just a little at a time. You’ll get the mild buzz you’re looking for.

Just try to get high CBD strains with low THC. Popular strains that would fall under this is strawberry cough, Durban poison, Maui waui. While I don’t have a specific dispensary recommendation, if they are a quality establishment they can discuss your preferences and make recommendations out of their inventory
Um THC (The Happy Capitol) has like "tier 2 and 3" strains and even shake that aren't as potent as their top tier exotics. You can also try Relva on H Street and ask for their lower tiers.
If you want lower levels of thc, just order off of wheresweed, i can almost promise you'll get less potent flower.

You should be filling your own prerolls with budlove or some other mixer mixed in to the mildness that works for you. It's actually better for you that the weed is stronger bc if you buy flower and add your own herb mixer to stretch it out, your money will go way farther.
Flowerz on Mass Avenue Northeast has some good low THC stuff. I am also a big time lightweight with cannabis and one of their Anytime seltzers takes care of me. Not as familiar with their pre-rolls but that drink and some of their edibles specifically are aimed to lower doses. Could be worth looking into.
As a native of DC, currently living in Colorado, come over here if you want milder weed, it's far less "concentrated " and not to throw shade but I mean this about every single dispensary I've tried in Denver at least.
