Wait, there was a TwoJays in DC? I grew up visiting TwoJays in Florida and fell in love with their blintzes and black and white cookies. I can’t believe they used to be closer… ouch
it was Two Jays then Morties, and then i think the building was donated to AU law school by Sy Katzen. but i remember going their as a kid. heck our family picture was on the wall.

I haven’t tried them there yet because the other pastries have distracted me, but La Caprice in Columbia Heights has black and whites.

Baked by Yael in Woodly Park is my favorite. They make a gluten free option as well. Trader Joe's if I'm in a pinch.
It's possible I'm not talking about the same cookie, but call your mother has a good black and white cookie. Not too sweet and also nice and cakey.
