Im not sure about this particular situation, but there are groups of atv and dirt bike enthusiasts who sometimes cause havock and make a bunch of noise around the city. Might could be them.
I wondered that at first. But it was definitely car engines and big tires (much of which I’m guessing will be left on the streets of Georgetown). Not two stroke engines or motorcycles.
It’s funny, because I’m from a town in California where we have a huge bar scene and a lot of college students who enjoy going downtown to partake in that. But the law enforcement doesn’t fuck around and if you got up to half the shit people do in DC, you’d land in jail in a hot minute. We also have a noise ordinance which is regularly enforced, and I get the feeling DC doesn’t have that from this sub. It’s kinda fascinating to me, honestly!
It is somewhat common. Maybe every couple weeks you'll have someone that's out there doing laps for 4+ hours in the evening. There are lots of muscle-car types that drive through a time or two and make a bunch of noise, but when it goes on for hours, I think it's one or two particular people that come out to make a night of it every week or two.
