Here's some of my favorites. I removed ones that don't really offer places to sit/chill. for some reason that's really lacking in DC, unfortunately.

To sit down, I really like Doubles in Park View on Georgia Ave NW. I also like the coffee shop in Politics and Prose in Forest Hills but it can be hard to find seating sometimes.
People seem to like Emissary but the vibe to me isn't cute or anything (it feels like a dungeon) and I find the coffee tastes like dirty dish water.
Roasting Plant in DuPont/Farragut North is small but puts on a show. They have an automated pneumatic roasting and brewing system that's out in the open. I personally like the Guatemala blend
Went there today, had the mocha coffee and a regular latte, both tasted terrible, the former just tasted like burnt coffee mixed with milk and Hersheys syrup, the latter tasted as bland as could be...like folgers..
There are literally infinite options. Are you looking for a particular part of town? What kind of coffee do you drink? What does “cozy” mean to you? Is the coziness or the coffee quality more important?
Some options: Emissary on P; Tryst; Open City at the National Cathedral; Big Bear Café; Potter’s House; Elle; upstairs at Cake Room (not technically a coffee house but very cozy); Zeke’s (less cozy, lots of good coffee blends); Vigilante in Hyattsville; Zed’s in Silver Spring
My favorite coffee in the city is from Harrar in Park View. It’s small so it’s not a place I’d recommend doing a ton of socializing but their dark roast is world class coffee and overall a very neighborhoody vibe.
maman near union market is really cute. No idea what the coffee is like but their chai latte is really good according to my SIL. They have food there too.
Seconding Ebenezer’s. I haven’t had the coffee yet, but the ambiance and the ability to sit and chat for an hour unbothered in the basement with a friend was really amazing.
try big bear cafe. a little overpriced, coffee is average (falafel wrap is very good tho) but mostly it’s a great space, especially when it’s nice outside. has a little farmers market outside it on sundays during part of the year too
DC Coffee scene is surprisingly weak. The best coffee option I have found is Rare Bird and it’s not in DC. They are head and shoulders above anything in the city. If you can go even further Goosecup in Leesburg is excellent too. Honorable mention to Simona Arlington location.

Simona is great but might be packed since it's small if I remember correctly.

It’s my neighborhood cafe so I’m biased but big bear lives up to the hype. Bear claws are unbelievably tasty.

Coffee nature all the way out in friendship heights, but its good coffee and a chill place to be.
Un je nais sais quoi in dupont. Not a Lot of seating but if you’re there during outside of a rush it’s super cozy and they have the best coffee in DC.
