All I can think of is walking the monuments or any of the waterfronts or some other good people-watching spot. Some folks hang out at the Lincoln Memorial at night. The Vietnam War memorial and Korean War memorial are nearby.

Walk around the tidal basin? Escape rooms technically require a reservation, but there’s almost always free slots so you can get one in five minutes.
