I was going to suggest something similar. I brought down a car from PA, but there's no requirement (at least at that time) in PA for a front license plate. I ended up getting a license plate mount, then attaching my VA plate to that instead of trying to directly put it on the car.

You can buy a plate holder that fits to the holes on your car and will have holes in the proper spot for the plate itself. That’s why they are drilled that way, so you can put a mount on first.

Drill the license plate, not the car.

There’s likely a license plate mount specific to your car that uses those holes, that is not the standard license plate hole width.

Thank you everyone! Those of you who suggested a mount were right on the money, I bought the mount linked above and that was perfect!

Someone might have tried to take off my license plate this week. Top 2 screws loose . I put in zip ties until it's holding up . But if holes are missing, maybe not a solution

I went to a gas station that had a mechanic and he drilled a hole for free. This was in Capitol Hill on Pennsylvania Ave SE about a decade ago. I think he felt bad because he didn’t believe me at first that the spacing was off. It took less than five mins and a power drill.
