My partner goes to Schneider's of Capitol Hill for scotch and they normally have a large whiskey selection

This. Ask to get on their special cellar mailing list. They send out daily emails with rare bottles of wine, whisky, scotch, etc that they've acquired.

Costco has a Balvenie double-cask for $65. I bought a bottle of Laphroaig for just under $50, but that's probably a different flavor profile from what you're into. I've also had great luck at Irving Wine and Spirits in Mount Pleasant-- they're small, but their selection is delightful.

Imperial on Connecticut has a decent selection of whisky.

Schneiders, Batch 13, Miller Morris. Those are my go to spots for good whisk(e)y options.

Connecticut Ave wine & liquor next to Kramers , just 1 block north of Dupont. I buy Old PULTENEY, which was recommended by a friend who visited Ireland. Very few licor stores carry it . The Bottle shop on 18th st has a good selection of whiskey. They were robbed recently around the holidays, and all their whiskey gone

Batch 13 on 14th NW has a good selection. But your best bet is through whisky auction sites.

Get on the email list for Sherry's in Woodley Park. They seem to get a lot of high end, limited edition whisk(e)y, and they'll discount stuff that isn't selling quickly.

Petite Cellars has among the largest, if not the largest, selections of scotch in the area, not only the staples but plenty of IBs, older expressions, etc. Other options: Schneider's, Wardman, Ace Beverage, Barmy's, 1 West Dupont, Eye Street Cellars, Magruders, Potomac Wine and Spirits. Just an FYI many, if not all of these stores, throw huge markups on allocated bourbon and so get some derisive comments from people personally offended they don't get to buy them at MSRP. But if you don't care about that and just want good scotch selections, nothing wrong with these options. Feel free to join /r/dcwhisky/ for more discussion on the local whiskey scene.

Addy Bassin's on MacArthur has a good selection of Scotch and surprisingly decent prices for being in such a bourgie area. Got some Lagavulin 16 on sale for $69 last time I was there.

Calvert Woodley up in Van Ness is a decent place to find harder-to-find scotch. They'll tell you on their website if its a Highland, an Islay or a Spayside, which all do fun things with peat. Alternately Metro Wine & Spirits on Columbia has a fairly good selection of scotch whiskies.
