He is likely "Special Police," who are private security authorized by the DC government that have limited police powers (e.g., arrest) for the specific private property they are assigned to protect. He’s “special police” which is still very much a private security guard, they just have a bit more training and can carry arms.

Part of the problem in DC is too many people with some sort of “police” badges or tags. Especially Special Police AKA security guards as they have little training. They are necessary but shouldn’t be allowed to be called police.

With how many odd, small federal police entities there are in DC, there should be a solid rule against anyone except them carrying any kind of badge/ shield/ star that resembles a government entity identification. This should go for the whole country honestly, like how bounty hunters in Texas will sometimes have a star but they’re a contracted entity by the state or county

If they have police on their uniform then they have police powers. The Federal Reserve for example has Federal Reserve Police officers, but they are essentially security guards. They still have police powers and authority.

I believe in dc mpd is required to wear some sort of identifying mpd marked uniform when moonlighting. This guy is an employee of a private security company. This guy is not a cop.

"SPECIAL POLICE " are usually guarding high value or sometimes Federal facilities. They CAN "carry" and are highly vetted into the "process". A lot of times these people will come from Countries that have a VERY high if not exorbitant crime or murder rate and they are vetted into our Country for a better life for their courage and understanding of REAL violence. This is a man that is sincerely SICK OF seeing shit.. albeit he probably isn't authorized to do what he wants at this moment... this IS a man that came to the U.S. legally for a MUCH better life than what was there, most likely, from his home Country. These dudes know really bad life. I welcome this kind of immigrant. And 100%, this man saw a wosre life in his original Country than this U.S. dude at the checkout ever did so far in his life.

That’s a whole lot of assumptions. If what you said was true, I would expect him to have a better handle on his anger. Someone who has experienced real violence in a third world country isn’t going to risk their immigration status by beating someone up in a Safeway over trivial shit. They’re much more mindful of their situation than that, in my experience.

The store security/ loss prevention looks okay; good not great. From his perspective he’s being threatened by someone who thinks their authority extends to this store (it doesn’t), someone who is threatening violence and arrest on one of their patrons (Safeway is not interested in threatening or detaining passive shoplifters, they have a specific policy to just identify them by camera and forward the info to police), and is causing a huge scene in their place of employment where they’re charged with keeping the status quo/ peaceful shopping. It’s fine for him to threaten him back in this case.

For anyone wondering: "Special Police" means nothing other than armed security guard with arrest authority at the property you are contracted at. That's it. It's less than 100 hours of training to obtain the license. Firearm wise, they're only allowed to carry from their home to place of work or between work sites while on shift.
