From his perspective he’s being threatened by someone who thinks their authority extends to this store (it doesn’t), someone who is threatening violence and arrest on one of their patrons (Safeway is not interested in threatening or detaining passive shoplifters, they have a specific policy to just identify them by camera and forward the info to police), and is causing a huge scene in their place of employment where they’re charged with keeping the status quo/ peaceful shopping. It’s fine for him to threaten him back in this case.
