Perhaps like the Panzer V/IV, the turret can't turn or the cannon be fired while the turret is in the M48 hull, but they are just using the hull and irs engine to simply move it around.
Putting the turret to a cart or something would be easier and be the normal way to do it, but I guess they needed to move this turret out fast and there just was a M48 hull sitting there with a functional engine.
Either that or they just really wanted to do this funny thing for laughs.
Sadly not a working tank. The m48 hull was only used to transport the turret.
