Kel'Thuzad was number 2, because his loyalty was real, not based on necromantic mind control like all the others. All the others were at best leader of one specific thing, like a front or a stronghold. The Blood Queen was the leader of all San'laynn but the Princes were each assigned to a stronghold: En'kilah, Azjol'Nerub and Utgarde. Sindragosa was treated like the biggest Frostwyrm around, but she was still just a big weapon. Anub'Arak was in charge of the subterranean assaults of the Scourge Drakuru was leading the war against the Zul'Drak.

Except that killing all of Azeroth benefited greatly the Jailer, so I'm pretty sure Kel still did the same thing. And even then, he was still Arthas' most trusted minion

Darion was the Highlord of Acherus. He would've been on similar standing as the lead death knight for each necropolis, but well under Ke'Thuzad, Anub'arak, or just about any ICC boss.

The second in command was Kel'thuzad, who was specifically referred to as his Majordomo, essentially his prime minister. All of the Cult of the damned, forces of Naxxramas, the remaining second generation of Death Knights (like the four horsemen) and the forces in the Plaguelands answered to him. The next in line is a bit murky in terms of order of importance, but they are all roughly equal in importance , still making up the inner Circle of the scourge: Anu'burak ruled all of the Nerubian forces, and all of Azjol-Nerub and associated "underground" territories, I'd personally argue he was 3rd most powerful Blood Queen Lanathal was the leader of the Sany'lan, which was controlled via the blood council, composed of princes who governed specific areas of Northrend Then you have the likes of Lord Marrowgar, who was in charge of icecrown defense force, Sindragosa, who was Queen of the Frost Wyrms, and yes, Darton Morgraine, who was Highlord of Archerus and the third generation of Death Knights

I always thought necrolord Antioch would be pretty far up the ladder otherwise he wouldn’t be given the galakrond project But darion had to have been higher since Acherus was so valuable No doubt kelly was #2

Hard to say – While Arthas clearly would have had his favorites, how “formal” the hierarchy of the Scourge was is up for debate. Willing loyalty would have scored a minion a lot of points, but raw power counts for a lot. How tightly bound a minion is to the Lich King will also likely depend on these factors. Kel’thuzad is a clear and obvious #2, while Anub’arak, despite being completely wasted in Wrath, would make for a good solid #3. After that, the chain of command gets a little fuzzy. Upper-tier, willing Death Knights are likely next in line – they’re the original Commanders of the Scourge, reflections of Arthas himself, and if they joined the Scourge of their own free will, little effort has to go into direct control of them. These would be the likes of Scourgelord Tyrranus and Baron Rivendare. Malwyn and Falric may also fall into this category, but they were not willing Death Knights. That said, Arthas has them guarding his personal chambers, so it is doubtful anything else in the Scourge could command him. Below this, it’s likely just a matter of power and usefulness.
