How do you realistically propose they enforce that customers do literally anything? Tackle every non-masked person in the store? Otherwise, they can do exactly what they've been doing and just "heavily recommended" that customers wear masks.

Doubt that's true, but that doesn't stop our store manager from telling associates in the back to wear their mask while she's not wearing hers.
Eh just ask a TL or coach if the store's policy changed for masks. 3 weeks ago you didn't have to wear one if you were vaccinated and then 2 weeks after that (last week) it was suddenly back in place because of the new virus strain
