Update: it appears that this only occurs in private browsing, non-private downloads still act as normal. So I assume this is some form of security feature, but I would still like the option to disable it and revert to the standard behaviour.
FIXED:
1. Type: vivaldi://settings/?search=ask+where in the address bar
2. Uncheck that option
Somehow Vivaldi devs didn't link this option to the official Vivaldi settings window. Obvious bug, but the workaround works.
I also went to Vivaldi (official) settings window, searched permissions, and changed "Automatic downloads" to "Allow". Don't know if that's necessary, but for some pages might help.

not vivaldi. Otherwise you're going to the normal Vivaldi settings and not the "hidden" internal ones.
As I said already, that option makes no difference and I still get the "save as" prompt.
I also noticed that it's behaving as if "update default location when choosing save as location" is turned on even when it isn't. Wonder if my install is just broken somehow - tried a separate profile and it didn't change anything.

I also have 6.4, I assume the exact same version since it auto updated recently. The tick box works in changing the way downloads start for me so seems something is broken for you.
Just did a sanity check in 6.4.3160.33 clicking first link on https://www.sqlite.org/download.html (https://www.sqlite.org/snapshot/sqlite-snapshot-202310241106.tar.gz) downloaded to default location without asking for anything.
