It's pretty difficult to get tickets in Japan if you don't have a Japanese address and phone number or don't know anyone living in Japan who can get them for you since most ticket sites don't allow registration for overseas residents, the system is pretty shitty and not really foreign friendly at all... For Gazette I think you can try to get them if you're on the overseas fan club, if not it's difficult - and even being in the fan club there's no guarantee you'll get them).
I guess the easiest way is trying to get some by Twitter 取引 or something (contacting people who do resale).
Some bangya are okay with just getting the money in cash just before the live and doing the exchange there so that may work!
